Explosivstoffe der Klasse 1 benotigen normalerweise eine gesonderte Erlaubnis oder Genehmigung der zustandigen Behorde. Vor dem Versand sind zugelassene Routen, Tunnel- oder Bruckenbeschrankungen, Begleitungen, Grenzformalitaten sowie die Annahme durch Hafen oder Flughafen zu bestatigen.
