Why dangerous goods shipments are rejected
The failure modes that actually occur at acceptance, grouped by where they originate, and what prevents each one.

Classification failures
The most expensive errors happen before anything is packed. A consignment described commercially rather than by its dangerous goods entry, a classification carried over from a similar product, or a division and compatibility group taken from memory rather than from an approval, all produce a plan built on the wrong foundation.
These fail late and badly. The routing, the vehicle, the permits and the carrier acceptance were all chosen against the wrong classification, so the correction is not a document amendment — it is a new plan, often with new permits and a new lead time.
The prevention is unglamorous: take the UN number, proper shipping name, division, compatibility group and net explosive quantity from the manufacturer or the classification approval in writing, and re-confirm rather than assume when a product specification changes.
Documentation failures
Documents that disagree with one another, proper shipping names paraphrased rather than reproduced, missing compatibility groups, gross weight where net explosive quantity was required, unsigned declarations, and permits that cover a different quantity or omit a transit country.
This category produces the largest number of rejections and the smallest individual delays. Most are caught at acceptance, handed back and corrected — but on a consignment where a vessel is sailing, a permit is expiring or a licensed slot has been allocated, a routine correction becomes a missed window.
The prevention is a single reading of the whole file against itself before departure, checking that UN number, proper shipping name, quantity and consignee are identical everywhere they appear.
Packaging, marking and labelling failures
- Packaging that does not correspond to the packing instruction for the entry, substituted or repacked at an intermediate point, or damaged in a way that invalidates the approved design.
- Marks and labels that do not match the documents, placarding that was correct for the previous mode and not changed at the handover, and units still displaying marking after the goods have been removed.
- Overpacks assembled without the required marking, and mixed consignments loaded without regard to segregation or mixed-loading provisions.
- These are caught physically, at the gate or on the ramp, and they are the failures most likely to strand cargo away from the shipper's own premises.
Authorisation and acceptance failures
- Assuming that carrier acceptance implies terminal acceptance, or that a shipping line's agreement means the port will handle the cargo. They are separate decisions by separate bodies, and confirming only one produces a booking that cannot be discharged.
- Relying on an acceptance given for an earlier movement of a different quantity or classification, or on a terminal policy that has since been revised.
- Missing a transit country's requirements entirely, because neither commercial party is established there and the plan named only an origin and a destination.
- Discovering that licensed storage is unavailable at the moment a direct-delivery rule requires the cargo to leave the terminal.
- For air specifically, a routing that is acceptable to the first carrier and prohibited by a state variation at a transit point or by the second carrier's own variations.
Timing failures
Some consignments are rejected not because anything is wrong but because something has expired. Permits have validity periods, acceptance confirmations are dated and movement-specific, classification approvals are revised, and regulatory editions change on their own cycle with transitional periods that eventually end.
The pattern to watch for is the repeat lane that has run smoothly for a long time. Nobody re-checks it, the conditions underneath it change quietly, and the failure arrives on a shipment that was prepared exactly like the twenty before it.
The prevention is to re-verify repeat lanes on a schedule rather than after an incident, and to record every acceptance with the date, the classification and the quantity it was given against — so that a change in any of them is visible as a change rather than absorbed as a detail.
Common questions
What is the most expensive kind of rejection?
A classification error, because everything downstream was chosen against it. The routing, vehicle, permits and carrier acceptance all assumed the wrong entry, so the fix is a new plan and often new permits rather than a corrected document. Documentation errors are far more common but usually much cheaper.
Why do shipments that have run fine for years suddenly fail?
Because something underneath them changed quietly. Terminal dangerous goods policies get revised, licence conditions change on renewal, permits expire, and regulatory editions turn over. The repeat lane is the one nobody re-checks, which is exactly why it is the one that eventually fails on a shipment prepared identically to the last twenty.
Can a rejected consignment simply be corrected and re-presented?
Documentation errors usually can be, provided the goods themselves are correctly classified, packed and marked. Packaging and marking failures may require work that cannot be done at the terminal, and a classification error generally cannot be fixed at all without replanning the movement. Where cargo is stranded away from the shipper's premises, the practical difficulty is often finding somewhere lawful for it to wait.
How can rejections be prevented on a busy lane?
Two habits catch most of it. Read the whole document file against itself before departure, checking that the UN number, proper shipping name, quantity and consignee are identical everywhere. And re-verify acceptances, permits and terminal conditions on a schedule, recording the date, classification and quantity each was given against.
