A different cargo profile

Aerospace energetics invert the usual pattern of this industry. Where mining moves large quantities of relatively few products and fireworks move volume against a date, aerospace typically moves small quantities of highly specific, high-value articles against a programme milestone.

The cargo includes pyrotechnic initiators and actuators, separation and release devices, escape and egress system components, propellants and rocket motors, and test articles whose classification may itself be provisional pending the test series.

Because quantities are small and schedules are tight, air is attractive — and because these are Class 1 articles, air is exactly where acceptance is hardest. Much of the planning work in this sector consists of establishing what can actually fly, on which carriers, over which routings.

Why air acceptance is the crux

Most Class 1 divisions are forbidden on passenger aircraft. Division 1.4S is the classification most commonly acceptable, and a great deal of design and packaging effort in this sector exists precisely to achieve and maintain that classification.

Acceptance is decided per UN entry and then narrowed twice more: by state variations covering every territory on the routing, and by each operator's own variations. Two carriers on the same city pair can lawfully reach opposite answers about identical cargo, and a technical stop or interline transfer can introduce a prohibition neither end imposes.

Where scheduled services will not take the consignment, charter is the remaining option, and it is used in this sector more than in most. That is a planning decision with cost and lead-time consequences, and it is better identified early than discovered after a scheduled booking has been refused.

Test articles and provisional classification

Development programmes generate a particular difficulty: articles that need to be moved before their classification is settled. A product without a listed entry moves under a not-otherwise-specified entry with an assignment from a competent authority following the UN test series — and the test series may be the very thing the article is travelling to.

This is soluble, but not quickly, and not by treating the classification as an administrative step to be completed alongside the freight booking. The assignment has to exist before a compliant movement can be designed, and where it is provisional or restricted, the restriction travels with the consignment.

The practical guidance is to bring the transport question into the programme schedule at the point the article is defined, rather than when it is ready to ship. The lead time for a classification assignment is generally longer than the lead time for the movement it enables.
