Asia is an origin family, not an approval
China, Hong Kong, Singapore, India, Japan and other Asian origins use the common UN classification vocabulary, but the legal offeror, export approval, training requirements and competent authority are national. Some jurisdictions publish additional air State variations; ports and civil aviation authorities also impose local notification and permission processes. A regional plan must therefore resolve the actual origin before it can be booked.
The city matters when it changes the gateway. Cargo collected in an inland manufacturing centre may need a regulated road or rail feeder before it reaches a coastal port. In a hub such as Hong Kong or Singapore, the international gateway may be close but the authority, security and terminal steps are more concentrated. Those are different operating plans even when the destination is the same European warehouse.
Sea freight: acceptance before positioning
The IMDG Code defines the maritime technical baseline, including classification, packing, marking, documentation and segregation. It does not require every carrier or terminal to accept every permitted cargo. Class 1, certain organic peroxides, radioactive material and other high-consequence goods can be refused or limited by service, port, vessel, quantity or dwell time.
The container should not be packed or delivered until the booking identifies the exact UN entries and the accepting terminal. A transshipment introduces another port and often another acceptance decision. The route should list every planned transfer point, because cargo that is acceptable at origin and destination can still fail at an intermediate hub.
Air freight: aircraft and operator are part of the route
Air eligibility depends on the current ICAO Technical Instructions, the origin and destination State variations, operator variations and whether the proposed aircraft is passenger or cargo-only. A generic flight schedule is therefore only a network clue. The accepting operator and ground handler must review the actual package, quantity and documentation.
For time-critical industrial cargo, the planning advantage of air appears only after the acceptance file is complete. Rework to packaging, marks or the shipper’s declaration can consume more time than the flight saves. A sound plan sets a documentation-ready date separately from the requested uplift date.
Entering the European Union
The carrier supplies advance safety and security data for the first EU entry point, and the importer or representative submits the customs declaration for the chosen procedure. If the cargo enters through one member state and travels under transit to another, customs control and dangerous-goods carriage must be planned together but documented separately.
The first European terminal needs permission to receive the class and quantity, while the destination country may require its own explosives, defence, radioactive-material or environmental authorization. Entry through Belgium does not replace a German permit for a final German delivery, and an airport release does not authorize the subsequent road leg.
Design the lane backwards
Begin with the consignee’s authority to receive the goods and the conditions at the delivery site. Confirm the European inland carrier and feasible entry gateways. Then validate the ocean or air service and, last, the origin collection. This sequence protects against the common failure in which cargo is export-ready but has no legal path away from the arrival terminal.
For a useful quote, provide the UN classification, quantity, package approval, origin and destination addresses, incoterm, end use, required date and any export-control classification. The reply should identify assumptions, permit ownership, planned gateways and the point at which a carrier or terminal still has discretion to reject the shipment.
