Hong Kong combines a major container port and a large air-cargo hub in one compact jurisdiction. That makes the mode comparison practical, but it does not make acceptance automatic. The Civil Aviation Department requires dangerous goods offered by shippers and forwarders to be correctly classified, packed, marked, labelled and documented, and it publishes operator-permission information.
For sea movements, Hong Kong’s Marine Department operates dangerous-goods notification procedures in addition to IMDG. The origin file should identify whether the cargo is locally exported, re-exported or arriving from elsewhere for consolidation, because custody and customs history can affect the plan.
The ocean option requires an accepting Hong Kong terminal, carrier, vessel itinerary and Belgian entry terminal. IMDG controls the technical sea movement. Any transshipment port is another approval point and should be visible in the routing rather than left to a generic carrier schedule.
For Class 1 and other high-consequence goods, terminal dwell and vessel cut-off must be coordinated with Hong Kong export release. On the Belgian side, the terminal’s accepted class and quantity, customs procedure and authorized collector should be confirmed before sailing.
Air eligibility depends on the current ICAO instructions, Hong Kong variations, operator permission, aircraft type and ground-handler procedures. Munitions or cargo forbidden in normal circumstances follows a specific approval path. A published flight connection is not proof that the shipment can be carried.
The Belgian arrival handler must also accept the package and quantity. If the air itinerary connects through another state, that transfer and operator should be part of the acceptance. The shipment should not reach the Hong Kong cargo terminal while approval is still uncertain.
Belgium is both a destination and a possible EU entry point for onward European delivery. The Entry Summary Declaration and customs procedure address border and customs status; dangerous-goods terminal release, Belgian permits and ADR transport address the physical movement. Each has its own responsible party.
A defensible quote states the Hong Kong gateway, accepting carrier, transfer points, Belgian terminal, customs representative, inland carrier and receiving authority. It gives separate ranges for approval, booking and transit and names the review trigger if the operator or itinerary changes.
