In short
For controlled cargo, being able to prove where a consignment has been and who held it is not an extra. It is frequently a condition of the approval that let it move at all.
What custody means in practice
A named operator owns the file. Every transfer is recorded as an event with a time, a place and a person. Seals are applied, checked and logged at each handover rather than at the end. Where the route or the cargo requires it, the movement is escorted.
